Yes, a questionnaire can also be sent to users belonging to the same organization.
A questionnaire can be sent to a teammate for review by selecting 'Send New Questionnaire' and entering their email into the 'external field', or by selecting 'Internal' and sending to a Team. https://platform.securityscorecard.io/#/assessments/send
